David Alloune, ASA, CFA

Vice President, Asset Allocation

As Vice President, Asset Allocation, David leads TCC’s strategic and tactical asset allocation team. He is a member of TCC’s Investment Committee (IC), as well as the External Managers Investment Committee (EMIC). He brings nearly 20 years of investment experience having covered asset-liability management for pension funds, the establishment of investment policies, risk budget framework and quantitative research.

Prior to joining TCC in 2010, David worked at a large consulting firm, providing actuarial consulting services to institutional clients. In addition to being an Associate of the Society of Actuaries (ASA) and a CFA charterholder, David holds a Bachelor degree in Mathematics from Université de Montréal.

Karin Sullivan, CFA

Karin Sullivan, CFA

Vice President, Fixed Income

As Vice President, Fixed Income, Karin is responsible for all fixed income investment activities. She is also responsible for building and managing the corporate credit portfolios, and for trading corporate credit, including cash securities and credit derivatives. Karin brings nearly 20 years of experience in the institutional fixed income market and deep knowledge of the Canadian corporate bonds. She is a member of TCC’s Investment Committee (IC), Fixed Income Investment Committee (FIIC), as well as the Sustainable Investing Committee (SIC).

Prior to joining TCC in 2018, Karin worked at an asset management firm, where she co-led the firm’s corporate bond strategy and managed the portfolios of insurance clients within asset/liability and regulatory capital conscious frameworks. In addition to being a CFA charterholder, Karin holds a Bachelor degree in Business Administration from Bishop’s University. She is also a member of the Canadian Bond Investors’ Association (CBIA) Market Practices Committee, and involved with various industry advisory groups and committees.

Rémi Tétreault, MBA, CFA

Associate Vice President, Client Solutions

As Associate Vice President, Client Solutions, Rémi acts as the portfolio specialist for TCC’s investment strategies. He is in close contact with the portfolio managers of the investment teams in order to respond as quickly as possible to client, prospect and consultant requests. With 15 years of experience, Rémi’s main area of expertise include building clear messaging for complex strategies.

Prior to joining TCC, he held the position of Investment Director and Product Manager at major asset management firms, after spending several years as an investment consultant, working with DB clients for a consulting firm.

Rémi holds a Bachelor in Business Management from the Université du Québec à Montréal (UQAM), as well as a Master of Business Administration from Université Laval. He is also a CFA charterholder.

Head of Client Experience

As Head of Client Experience, Mario leads the team that provides key services to our new and existing clients, with a particular focus on client onboarding and reporting. He plays an important role in TCC’s customer experience strategy, driving strategic initiatives to ensure customer satisfaction, business growth and compliance with regulations and internal policies.

For the last 28 years before joining TCC, Mario has had various roles at a world-class consulting firm as a Partner, leading the investment consulting team for Eastern Canada. Mario holds a Bachelor degree in Actuarial Sciences from Laval University. He is also a CFA charterholder.

Rahul Khasgiwale, CFA, CAIA

Rahul Khasgiwale, CFA, CAIA

Head of Canadian Sales

As Head of Canadian Sales, Rahul is responsible for solving complex client issues through innovative investment solutions, and for driving new business opportunities in Canada.

He brings over 20 years of experience acquired at global organizations in the UK, Switzerland, UAE (Dubai) and Canada where he has evolved since 2008 in various North American roles across institutional sales, wealth management and product strategy. Prior to joining TCC in 2021, he has held several senior investment positions for global asset managers. Rahul has breadth of knowledge across a wide range of traditional and alternative investment products and a clear awareness of the key issues affecting institutional investors.

His unique background includes studying Medicine and Surgery in the UK and practicing as a fully qualified UK medical doctor for two years, before embarking in a successful career change to asset management in 2001. He is a CFA and CAIA charterholder and a member of the Canadian Association of Alternative Strategies & Assets (CAASA).

Vice President Legal Affairs & Corporate Secretary

As Vice President Legal Affairs & Corporate Secretary, Maria oversees all of TCC’s legal matters.

A member of the Bar of Québec since 1987, she brings over 30 years of experience and strong knowledge of corporate, securities, governance, pensions and benefits law matters, as well as investment products. Prior to joining TCC in 2019, she held several senior legal positions with reputed organizations in the corporate and financial industries. Throughout her career, she also sat on various professional and community associations and Board of Directors.

She holds civil and common law degrees from McGill University and a B.A. from Concordia University.

Jean-François Milette, CPC, MBA

Global Head, Client solutions

As Global Head, Client Solutions, Jean-François is responsible for all of TCC’s business development and sales efforts, in addition to overseeing the client service functions and being an active member of the Executive Committee. He joined TCC in 2020 from a global asset manager, where he held the role of Managing Director, Head of Canadian Sales.

Jean-François brings over 30 years of industry experience, having held senior positions with international investment consulting firms, mainly in Montreal and Toronto.

In addition to being an Honors Tutorial College graduate of The Ohio State University, he holds a Bachelor of Arts and Sciences degree from Concordia University, as well as an Executive Masters of Business Administration from the University of Sherbrooke. He is a member of the CPBI (Canadian Pensions and Benefits Institute).

Chief Compliance Officer and ESG Leader

As Chief Compliance Officer & ESG Leader, Kenny leads all compliance functions and ESG practices at Trans-Canada Capital.

Prior to joining the team in 2020, Kenny was Chief Compliance Officer at a global Canadian asset management firm specializing in equity and fixed income investments. Previously, he also worked for various organizations in the para-public and private sectors. He brings a strong knowledge of the financial industry and close to 20 years of experience in compliance, governance and risk management.

Kenny holds a Bachelor of Business Administration from HEC Montréal. He is a Chartered Professional Accountant (CPA), a Certified Financial Risk Manager (FRM), as well as a CFA charterholder. In addition to being a member of CFA Montreal’s ESG Committee, Kenny is also a Board and Audit Committee member of the Foundation of Greater Montréal.

Sébastien Cabana, CPA

Vice President, Finance and CFO

As Vice-President, Finance & CFO, Sébastien oversees all financial and fiscal duties, as well as all corporate and investment accounting activities for TCC since 2019. He is also a member of the Executive Committee.

Having held various roles of increasing responsibility at world-leading audit firms and financial institutions, he brings to the team nearly 15 years of in-depth experience in management, finance and accounting.

A member of the Quebec Chartered Professional Accountants Order (CPA), Sébastien is also a graduate of HEC Montréal where he has earned a Bachelor’s degree in Business Administration specialized in professional accounting, as well as a post-graduate diploma specialized in public accounting. In addition to his professional responsibilities, he is actively involved as Treasurer of UpstartED, a non-profit organization supporting the development of Canadian students and teachers to help them make a positive impact in their communities.

Chief Operating Officer

As Chief Operating Officer, Julie is responsible for all of TCC’s middle and back office operations, including administration of complex derivative products and information technology functions. Julie oversees these activities while ensuring process efficiency, data accuracy and the implementation of best-practices. She is also an active member of TCC’s Executive Committee.

Prior to joining the team in 2016, Julie has led teams dedicated to data management, middle office functions, and business processes for important organizations in the public or private sectors. In these roles, she was in charge of implementing a rigorous governance and control framework, as well as managing all current operations. She brings over 20 years of experience within operation groups of large financial institutions.

Julie holds a Bachelor of Business Administration from HEC Montréal. She is also a CFA charterholder.
